In 2011, through the initiative of Mayor Ferdinand R. Maliwanag and the Sangguniang Bayan, Candelaria Quezon Water District (CQWAD) was formed.

While the Candelaria Water District, or CWD was originally formed in 1979 and was granted the Provisional Certificate of recognition by LWUA.

Through the opinion of the Office of the Government Corporate Counsel (OGCC) and the recommendation of the Local Water Utilities Administration (LWUA), The Board of Directors of CQWAD unanimously approved the dissolution of CQWAD and the transfer of all its assets and liabilities to the Candelaria Water District.

Thus, after 30 years of inactivity, CWD officially assumed all responsibilities and obligations from the dissolved CQWAD. The first Board Meeting of CWD's Board of Directors was held on May 23, 2012. It was organized for the purpose of installing, acquiring and rendering water services to the entire Municipality of Candelaria, Quezon.

Currently, CWD has been Recategorized as “C” effective December 2017 which was issued on December 4, 2017 with Certificate of Conformance No. 114. The District has five Board Members representing the following sectors of the community: the Educational, Professional, Civic-Oriented, Women’s and Business Sector. The Board of Directors’ Appointment was confirmed by the Local Water Utilities Administration (LWUA).
